Update:
I figured it out. While I had shaven a significant amount off of the front plate of the GBA shell, I needed to shave more. It was completely flat, but I needed to shave down all the corners, not just the ones with the raised tabs.
Now it fits well.

Besides just being "cool", to me the only advantage of having a Micro is gaming in public without looking like an immature manchild. It's so small my hands nearly cover it entirely, and can be pocketed quickly. You also look less the douche staring at a smartphone pretending to be texting...
