i dont believe the cart will alter the video out, the actual mod to add a switch is very easy, and seb ultimate saturn mod is also fairly easy to do, this makes switching regions very easy it also switches the video for you per region and allows to to toggle the video out in any given region should ...

Roadrash was for the coomercial sheep that followed EA, Skitchin was for the real rebel elite... lol, ok perhaps not, I just personally liked it a bit more as it was easier to lay the smack down on your opponents I suppose, plus its not nearly a well known

This one is for thoes still in school or have access to decent kit, I am not sure how well this would work but here is my crazy idea, get an old / dead console identical to the one that you want the dust cover for (unless you are feeling brave), then you could use that as a template in a vacuum form...
