i dont believe the cart will alter the video out, the actual mod to add a switch is very easy, and seb ultimate saturn mod is also fairly easy to do, this makes switching regions very easy it also switches the video for you per region and allows to to toggle the video out in any given region should you wish to.

cant say about panzerdraoon as i have the pal version which obviously boots fine on a pal saturn.

I was thinking about getting a Japanese Saturn also. Do I need a step down converter to use one in the U.S.A. and if I do where would be the best place to find one? Do all Japanese electronics need a step down converter?

You dont if you live in the USA, your mains power is fine to use with Japanese electronics, Australia (And most PAL Regions) run there mains at over double what the states do, thus it would go bOOM!
