With a ton of patience...maybe. Outrun does $30-40 pretty consistently, but occasionally auctons slip through in the $20-25 range. Street Fighter Zero 2 and Vampire Savior are often brought up as the best affordable Sega Saturn fighting games, and with Street Fighter Zero 3 in the triple-digits and the vs. Street Fighter games slowly climbing in price, they're solid, affordable alternatives. But my honest pick for the best affordable 2D fighting game on the console is Real Bout Special. You can get it for the same price as the more popular Capcom fighters (~$10), and I've honestly been playing it more than any other game on my Saturn lately... definitely one I'd recommend to someone just starting out their collection, but it's one that most don't seem to notice until they're fairly deep into collecting. In fact, I'd never even heard the game come up -- I just sort of stumbled across it and found it to be an incredible fighter.

Speaking of music... Only downfall is NIN logo was removed from nail gun ammo for some reason. I put the SS game disc in my CD player occasional & jam these tracks.
Great list above. Unfortunately a few of those are $40-$50ish today. I picked up Darius CIB for $15 in 2010. Crazy game. Beautiful graphics. Runs $40 last time I looked at auctions a couple months back.

I'll throw in Mass Destruction as a low priced, domestic game. It's akin to Return Fire on 3DO/PlayStation/PC with more emphasis on you versus an AI army instead of the more focused multiplayer sorties or 1P versus a base in RF. The framerate is excellent and the controls are great. No, MD isn't system exclusive but it was done well on the Saturn and it's a good pick-up if you can locate it.
As for exclusives, there is Crime Wave, which despite some framerate issues is a fun and interesting title.
