Well, we all know SS collecting has skyrocketed. With that said, what's your favorite cheap SS title?
I say we run with some loose parameters on "reasonable" ... $15 or under loose, $25 or under CIB (yea, that's fairly decent for SS titles).... Imports welcome, go!
Mine would probably be Clockwork Knight. I'm a fan of the visusls, enjoy the gameplay, & like the clumsy toy knight.... the boss that's a nod @ Star Scream/ Transformers was also awesome. Looks like it's climbed to $20ish CIB but within the range above. I imported a CIB JPN copy a few years back for $5.

The Saturn is famous for expensive RPGs, but Blazing Heroes, Dark Savior, and The Legend of Oasis are all quite affordable (and good).
There's also Virtual Hydlide too.
With imports, the sky is the limit... There's three Lunar games on the Saturn. I got each for like $5 each. The Langrisser games are also excellent, as are the two Falcom compilations.

Baku Baku will run you $20ish complete for a USA release, or $10ish for Japanese release. It is a falling block puzzlegame that I never get tired of.

the jp versions of Panzer Dragoon 1 and 2 can easily be had for under $20 each, just last week I bought them for $10 each. I had the US versions but I'm a real sucker for the Japanese releases as well.
Shin Shinobi Den is pretty cheap, people give it alot of hate for having the digitized graphics like in Mortal Kombat but it controls great! its a terrific game in the Shinobi series I love it!
The Parodius games are pretty cheap for being shmups
Galactic Attack/Layer Section is another cheap shmup that rocks! Get it!
In the Hunt/ Kaitei Daisensou is pretty reasonably priced, it has slowdown but it is so frigging gorgeous you forgive it for that, of course it is also on the PS1 without the slowdown.

Similarly, Sega's Decathlete is considered one of best track and field games. (It was listed in both EGM 100 and EGM 150 as one of the best games of all time.) Complete, NTSC copies of that game sell for $10 to $15, and I saw one at a local store this weekend for a mere $6.

I always thought Powerslave looked like a good time for an FPS. When you got Don LaFontaine narrating it, it can't be bad
It's going for around $20-$30 CIB these days. Not bad for Saturn. PC port's a little more expensive and harder to find.

I've got a decent Saturn collection and find it lots of fun to collect for. The most I've spent on a single game was £35 for Shining the Holy Ark CIB which isn't too bad. I actually find it cheaper to collect for than the SNES or N64 on average.
A decent amount of fighters are still very affordable and happen to be some of the best the system has to offer. Vampire Hunter/Savior, Real Bout Fatal Fury Special, World Heroes Perfect, Goiken Muyou, Virtua Fighter 2, Marvel Super Heroes are all well priced.
Then there's the arcade ports like Sega Rally, Daytona, Manx TT, F1 Challenge (not sure if you got this in NA though) and Sega Ages volume 1. All good to great games, all very cheap.

I presume you meant domestic for the first ones?

None of those are under the limits. Virtual Hydlide is maybe just barely for a loose one.
Some of the domestic things being mentioned don't seem to really be cheap enough to fit $15 loose or $25 complete.

I second Layer Section. AFAIK, CIB copies are like $15. SF Zero 2, DoA, and VF Remix are solid, cheap titles as well.
