There are different folding CD mailers that you can buy. If I'm worried about a case but don't use a box, I'll take some cardboard that's a bit wider than the case and wrap and tape it tight so it is sort of a squared off tube. Leaving the hollow bits either side of the case give it a crumple zone like a car if it gets dropped on a corner inside a bubble pack.

Is it technically not allowed to place a small priority box inside of an envelope & mail first class?

First, wrap your game in bubble wrap.

and finally, wrap a brown paper bag around the box.
No.
Priority boxes are provided free for priority shipping use. You know how they're now printed with "Thank you for using Priority Mail" or "Priority Mail required" inside? That's because people would turn them inside out and thought they were the cleverest motherfuckers on the planet who were sticking it to the man by getting 'free' boxes'. Do you think they don't know the size of a P box even when it's in paper? Remember how the USPS is going bankrupt? People stealing boxes doesn't help that. Next time postage goes up or there's talk of them dropping a delivery day, remember that you're contributing to that by stealing boxes.
should save you some hard earned dough
Again, this doesn't because you'll just cause them to raise postage sooner.
