Sega CD 2 (MK4102) fuse repaired but disc spinning issues

After finally taking up a soldering iron and figuring out what fuse to replace on a model 2 sega cd, and exactly how to solder the fuse to the board. Pretty proud of myself for knocking that out in one shot (first time soldering) I turned the system on and it booted up just fine.

Of course the wind got knocked outta my sails after putting a disc in and having the system show "No Disc".

The problem is, the splash screen doesnt show the "No Disc" message, it just shows the checking disc message for a little, then asks to press start. After pressing start, it just sends you to the CD player screen, which after a few seconds, displays the no disc message. I've seen other videos where at least the splash screen will show "No disc" so this seems different. Opened the system again, and manually pressed the lid close switch to check any possible issues. It seems like the laser moves up and down trying to focus, but the disc never starts to spin. The laser never moves back and forth, so i'm not sure whats going on there.

Also the red access light constantly blinks whether or not there is a disc inside.

That is how the spindle should look right? Nothing missing?

There are actually a few different spindles (if ur referring to the black cone in the pic that hold discs), depends on who made the drive. That's how I was once able to tell what drive was in the system. Been some now though since I had the differences memorized by manufacturer though.

Yeah thats what I was asking about( the black cone). I think its made by Samsung? At any rate, I read about adjusting the pots for the laser, but i'm not sure where they are located on this model.
