I'm not entirely sure I agree. I see lots of praise for this game pretty regularly, but I played through it and found myself motivated to give it a thoroughly mediocre review. I rarely review something at length, but this game I just had to. My only review at GameFaqs. They give you new abilities that are fun to use, but the old ones don't stay useful. The level design tends to focus only on your newest ability. Further, the story it weird weak-sauce. Typical Japanese game/anime pseudo-philosophy. ActRaiser is good. Of course it isn't a traditional RPG but definitely worth playing.
You should be able to snag a copy for under $20 on a forum or ebay auction.

OP, are you looking for actual RPGs, or action RPGs? Soul Blazer, Illusion of Gaia and such are good games, but they're action RPGs.

Everything is going to be a bit on the spendy side right now. 16 bit is hot. Give it a few years and it will shift to N64/PS1/Saturn and 16 bit will drop back down a bit.
I don't know what your definition of "lower priced" is but you can find Mario RPG for $40 if you look around, same with Lufia. Even though that's pretty high, it's still lower than they were at retail, so, there you go.
