Thought I'd just get this out. Code Veronica isn't actually a spin-off it is a main game, the reason it was released as a spinoff is down to business deals. Capcom had originally planned for Code Veronica to be RE3 (the plan was to move RE to the next generation of game systems) and for Nemisis to be a spin off but because Capcom had already promised Sony that the playsation would get Resident Evil 3 the titles were changed.
Thinking about it logically Nemisis being a spinoff makes sense because the games story was basically the raccoon city incident but through the experience of a different character, Code Veronica on the other hand took place some time after 2 & 3 and it tied up the mystery regarding Chris Redfield (who was "missing" in RE2) and had major plot stuff (like Wesker coming back).

Code Veronica definetly takes place after RE3. RE3 takes place at the same time as RE2. Some of the same events effect the game in RE3 as they do in RE2; for example: The police station and the young black cop lying dead in the office that you run across in RE3 (who died immediately after giving you a password for the lock system computer in RE2, but later in the game rises up as a zombie and tries to kill you).

I guess this is a good place to ask this as any. Did anyone ever play the online playstation 2 games? I think it was called survivor or outbreak. I didn't really play any ps2 games and I always thought that was the next logical step for the series to go with online survival gameplay instead of the action oriented direction that they went with.
As for the topic as far as I'm concerned it goes Zero, 1, 2, 3, Code Veronica. 4 and 5 are the only other's I've played and are good games but besides the characters aren't really Resident Evil at heart.

There were two Outbreak games. I still have the first. All i can remember is they didn't really have much of a story it was kind of like L4D with tank controls lol. Plus the AI was suicidal if you played offline. No one has mentioned RE Survivor. Why the US version got a release w/o light gun support baffels me.
