Shining Soul II is a pretty decent Diablo-like for GBA. Plays pretty well. I'd skip the first game for sure.
Shining Tears is an action-RPG, and I thought it was a bit slow. It's... maybe a bit like an overhead Dynasty Warriors? There's some emphasis on mobs of enemies on battlefields. It's been a long time since I played, though.
I can speak to Neo and EXA, if only because my brother played both of them. They were developed by the same team that did Record of Lodoss War for Dreamcast, so they feel quite similar to that, although the combat is a bit smoother. You will want to kill a certain mage character in Neo after she says, "Hot stuff coming your way!" for the thousandth time.
The rest I've never touched (apart from the GBA remake), but the Shining series hasn't been what most think of as Shining for a long, long time.

Well, that's more of a "damn kid" kid, rather than an 8 year old "kid" kid.

Shining Force Feather is the only non PS2/Genesis/CD/GameGear title I have played, and that is a nice homage to the original series. It's a Strategy/RPG with some new mechanics. Very good.
Huge RPG fan.

It seems like they only localize the mediocre ones and Japan keeps the good ones as exclusives.

I only played a little of Shining Soul and I didn't think it was quite as bad as everyone says, but it certainly wasn't anything special.
All of the post-Saturn Shining games have a pretty severely terrible reputation. I'm curious about them because now they represent the bulk of the series and Tony Taka's designs are pretty decent, even if they're completely different from the earlier games. But I've never heard anyone say that the games are actually GOOD.
...but still, maybe I'll someday get Shining Tears. After I've played all the previous Shining games I still haven't gotten around to...
