The fighting engine in the Dokapon games is vaguely similar, but that's about the closest thing I can think of that made it to the states.

I just remembered another one. I actually wasted a lot of time with this on the PS1:
The King of Fighters: Kyo
It's a mix of a dating sim and a turn-based fighter with those silly animations. Quite enjoyable, I recall.
In fact, I remember loving performing Desperation Moves because of the anime style animation.

Broken Pixels was an awesome show when it was around.. There's also Flame of Recca: Final Burning on the PS2
...and I remember a Zenki one for the Super Famicom (there are two Zenki games on the SFC, one is a sidescrolling beat em up and the other is a cinematic fighter, like the one you're looking for. Both are pretty good).

Yes, the PC-FX probably has the best of them. It's not terribly expensive to get a system and a few of these games if anyone is interested.
