Both SA games have a Japanese language option in them on the DC versions. Can't think of anything for PSP or DS though.

Xbox: Otogi Myth of Demons, I'm gonna assume the second one has Japanese audio too.

I can confirm that both Blazblue games have Japanese language options.
I feel old when talking to anyone my age yet too inexperienced to effectively talk to anyone older. Life is grand that way.

Blue Dragon and Eternal Sonata.
I thought what I'd do was, I'd pretend I was one of those deaf-mutes.

The Soul Calibur games have Japanese voices option. Except for the dc one there it's default.
I dobt the dialouge can be used to learn but i just wanted to point that out because the english is horrible in these games

Final Fantasy IV The Complete Collection for PSP can be played in English, Japanese, or French.

Also, Lost Odyssey too!

Yakuza 2 has Japanese voices only as well.

Wasn't the language in Panzer Dragoon Saga just nonsense like with Ico?

This mightn't be what you're looking for, since it's not a game with the feature inbuilt, but if your PS2 can play ripped discs then Undub patches are a good source for Japanese language games. They're patches made by fans that swap out the English voices for the original Japanese dubs, and I've used them namely for the Persona series. I'm sure they're also available for certain PSP and DS games too.

The FMV cutscenes were nonsense, but the regular text dialog was JP.
