I can confirm that both Blazblue games have Japanese language options.
I feel old when talking to anyone my age yet too inexperienced to effectively talk to anyone older. Life is grand that way.

The Soul Calibur games have Japanese voices option. Except for the dc one there it's default.

I dobt the dialouge can be used to learn but i just wanted to point that out because the english is horrible in these games :D

Final Fantasy IV The Complete Collection for PSP can be played in English, Japanese, or French.

This mightn't be what you're looking for, since it's not a game with the feature inbuilt, but if your PS2 can play ripped discs then Undub patches are a good source for Japanese language games. They're patches made by fans that swap out the English voices for the original Japanese dubs, and I've used them namely for the Persona series. I'm sure they're also available for certain PSP and DS games too.

The FMV cutscenes were nonsense, but the regular text dialog was JP.
