Looks like it's meant to hold the Genesis games in the cases with the bottoms of the cases against the back of the shelf, like you've got Kid Chameleon in the picture. Does a nice round number of cases fit in each shelf that way?

If you look at the first picture, only the top and bottom of each section has a wide part between the ribs. Try laying the shelf on its back, then put in naked carts with the top part of the label facing up so you can read it.
If you were standing over it, it would look this, where each "I" is a cart, and the underlines are the dividers.
