The only examples I can think of for Sega would be Kenzen and Ishin, one of which (if I understood correctly) is hard to understand even for native speakers of Japanese due to the dialect being so different. Maybe I don't know about the cost to localize, but throwing subs and menu translation on a game doesn't sound like a big issue to me. Hell, I don't know why they don't just let someone make a fan translation and then buy the rights from them.

Have you played Soul of the Samurai on PS1? Oreshika. Sengoku Basara. Muramasa. Way of the Samurai. Onimusha games. Western Samurai. Rising Zan. Samurai Showdown. Genji. Ni-Oh.Code of the Samurai. Blood Will Tell. Samurai Warriors. Bushido Blade. Slice Dice & Rice. Musashi PS1 & PS2. I don't know exact periods but there is a lot of them.
