If the game was not the correct region then it wouldn't boot at all. I suspect it may have something to do with Nero automatically correcting errors. As far as I know, you can't turn that feature off either. I'm not sure about discjuggler. Try to burn using Alcohol 120%. Don't burn faster than 8x. I...

I burned a game with Nero and it wouldn't work at all.

I switched to Alcohol 120% and I have not had a problem since. I don't know if it will work as well for you, but it never hurts to try.
