Open up your Scart cable and check if it has capacitors or resistors inside of it. Different revisions of SNES systems could work differently with the same cord potentially if you don't have the right scart cable for your region. Based on those pictures it's very likely that you have some solder that is shorting out the pins to the left or right of the pin you have the blue wire connected to.
