Yes they are Memory Cards, not RAM carts.
There are third party
RAM carts such as the 4in1 and its variants, which are cheat devices in most cases and aid in region free as well as having memory for saving. Other than those, officially there are only the RAM carts shown two listed above.
There are a two games that I know of Ultraman and King of Fighters '95 which have
ROM carts, which have graphics for those games on a cart and are only used with those games, these were used before RAM carts came out to aid with the large graphics.
Then there are the official memory cards but Sega, like the one you have a above, then a lot of games in Japan, like a Tamagotchi and a few others have their own, licensed by Sega Carts, some are in different colours, with stickers for the game they came with, etc.
