According to the Wikipedia it's a cartridge based system for girls that features a sticker printer. You could take snapshots of your game, add text and pictures, girlify it up and print it as a sticker. You could also buy an add on that would accept video input and let you print stickers of the video source, which you could also girlify.

This is apparently a Sega-CD era console that according to the Wikipedia was pretty cool but didn't do too well. From the same eBay seller games for this sucker are as much as $300 a piece. Not a chance. Not unless the controller has an Orgasm button.

Gender roles and stereotypes in Japan are very different than the rest of the world. In Japan, it's still OK to be "cute", to like "cute" things, to do things "cute", well into adult-hood. I would say this product is targeted at the teen market over there, but wouldn't be surprised to see it used by women in their late 20s.
And to stir the pot, I don't particularly see a problem with games that are targeted for men or women specifically. Different things appeal to the different genders. However, the problem is when the games are cheaply made and obviously targeting stereotypes instead of a specific gender, like the only "girl" games being pink ponies and the only "boy" games being gory FPSs.

oooh a loopy. I had a girlfriend who had one back some years, I never did ask where she got it. It also never really worked but the they didnt actually have the right cables and that might factor in there some how. But as a family of scientist they were never wrong...yes I did get out of there fairly quickly after that.
