Sakurai didn't start Smash 4 until he finished KIU, he himself said he didn't want to multitask the two projects. He hasn't even had a year to get a start on it if this is the case, and looking at how many times KIU and Brawl were delayed you should get an idea of just how long he needs to make a game.

It was supposed to be released at launch and was delayed until early 2012.
