You're thinking of Charles Montgomery Burns. The Simpsons has several characters who share names with cities, such as Jebediah Springfield, Shelbyville Manhattan, Jasper Beardly, Elizabeth Hoover, Boobarella, Rachel Jordan, Nick Riviera, and Allison Taylor, to name a few.
