Technically, yes.

But also, technically they cannot.

By national law, it is 13. However, each prefecture (state/province/whatever) also sets a local age of consent. Every prefecture, as far as I know, goes higher than 13. Probably 15-18 range, usually.

You don't need to speak Japanese to move to Japan. I barely knew a word beyond "sayonara" and "domo arigatou Mr. Roboto" when I first moved to Japan.

Personally, I wouldn't move any place I didn't speak the language unless it was a mandatory condition for employment. Visiting is fine, but I think people should be able to speak English before setting up residence in my country, so it's only right that I'd want to do the same before moving anywhere else. Just my opinion.

I feel so guilty for what I've done to this thread! I don't actually want to start pointless arguments about drinking age/ age of sexual consent. I was trying to be ironic! :lol:

I only really feel I'm in an odd forum when I see people defending the experience afforded by the Virtual Boy. Or the FM Towns Marty. I recall someone saying here that they liked E.T. on the 2600, and going over how some ideas were badly implemented but the game itself was solid.
