But also, technically they cannot.
By national law, it is 13. However, each prefecture (state/province/whatever) also sets a local age of consent. Every prefecture, as far as I know, goes higher than 13. Probably 15-18 range, usually.

Personally, I wouldn't move any place I didn't speak the language unless it was a mandatory condition for employment. Visiting is fine, but I think people should be able to speak English before setting up residence in my country, so it's only right that I'd want to do the same before moving anywhere else. I feel so guilty for what I've done to this thread! I don't actually want to start pointless arguments about drinking age/ age of sexual consent. I was trying to be ironic!

I only really feel I'm in an odd forum when I see people defending the experience afforded by the Virtual Boy. Or the FM Towns Marty. I recall someone saying here that they liked E.T. on the 2600, and going over how some ideas were badly implemented but the game itself was solid.
