Yeah, I work for an integrator also. I'm on the client relations and project management side, not a technician, but I know the big picture and deep dive details as they relate to solution architecture builds (versus programming) as I configure up bids and man hours on both data and voice projects.

On the telecom side we do digital PBX, VOIP/VOE, and hybrid systems which interface with POTS, pure SIP trunks, and PRI. We do offer pure VOIP/hosted phone options (cloud based PBX and dial tone out over the open internet), but I stay away from it as much as possible unless the customer is hell-bent on it.....

Most folks hear the buzz word VOIP and ask for it, not really knowing what they want or what it truly is, as I'm sure you deal with as well man.

As it relates to the OP, interesting we did internet over phones, now we're trying to do phones over internet

Related Anecdote
My friend hates his DSL service. He calls it "telephone internet" and equates DSL to "Dial-up maxed out". There's way too much wrong with that logic, so I don't usually argue the point. Also, I can empathize feeling frustrated with your ISP. The other day he tells me he's going to get a T1 line so he can ditch his "telephone internet". He couldn't believe me when I told him that T1 lines were originally used for telephone networks back in the 1960s. "That's impossible," he says, "My community college uses T1 to connect to the internet, so it can't be a phone thing."

I was on dialup up until 2006, and I was gaming/browsing the net on my Dreamcast pretty close to then. I remember those long nights, as soon as everyone went to bed the phone line was mine. Most of my time was spent on Instant Messaging with like 10 windows at once.

As soon as I move out on my own, it was the fastest internet I could afford! I am up to 120mb at home, and I can regularly pull 20-40 on my phone. If you told me that back in 2006 I would have laughed at you.

I am not currently viewing Racketboy through a Dreamcast, & I do not see anything wrong with dial up but it takes more concentration on knowing exactly what you want while being online, at least through my experience.
