Sega CD is exactly like Saturn collecting, the cases look great on the shelf CIB. You just pay for this considering shipping alone can cost $5-7 bucks in a sturdy packed box & uncracked cases/cases with intact hinges go for more as well. Just a little internal ROI... price to get a nice case on shelf (even on cheaper games) vs, do you really care about the cases that much?
My SS & SCD games are all CIB. I don't own any cardboard box SCD titles as these often run higher. Even the SCD Jaguar racing game in cardboard goes for a solid amount.

I won't by disc games or Nintendo DS games loose.
I like to have the boxes for Genesis games but I'm flexible.
All other cartridge based games I only get the box if it's there and not costing me anything extra.

I am generally always aiming for CIB because I love manuals and box art, but my threshold for abandoning that rule varies from system to system and is heavily dependent on my level of affection for whatever game is in question.
That said, I will happily buy loose cartridges of games I've never played, or games I vaguely remember from childhood and only have a passing curiosity about. I grab these sorts of titles serendipitously on the cheap in lieu of renting or borrowing from a friend, basically. If I wind up loving a particular find, I buy a second copy CIB and officially induct it into my library. The intention is always to round out the items I truly care about -- it's just that I realize I care about some games earlier in the process than I do with others.
One notable exception to this rule: If a game's box is not an essential part of its storing process and some other casing handles that function instead (NES, Game Boy), I consider the cardboard packaging an encumbrance and am happy to avoid it altogether.

But no really...if it's cheap or i'm lucky and get a box of empty NES game boxes in mint condition for free...I'm not going to say no. That being said..I don't have a ton of boxed games. 1 for GBC, 1 for SNES, 2 for N64 and 14? for NES.
Now only a few of those are CIB. Most are just game or just the box if I don't have the game. But of course now that the hard part is done and I actually have these boxes...I can just go on ebay and buy the game/manual and whatever else came in them (yes I even try to get the ad's...idk why I just like em).
Of course CD systems are quite easy to get CIB, because they are all compact in their little plastic cases. So my PS1 collection for instance only has like...4-5 games missing manuals or original cases.
I'd say go CIB for SCD. You'll pay more but in the end you'll be happy looking at it all.

Anything with a disc needs a case...anything else I actively try to buy with a box and manual unless the deal is spectacular.

Obviously I prefer in case with manual, but since they're pricier to collect for and so compact, I don't mind cards as much. I have spare vinyl sleeves at least so my cards aren't naked. All disc-based games and cart-based games that come in hard cases (Genesis, DS) must be CiB for me. I try to collect everything else CiB, but it's not a necessity.
