If you want to sell the games with the system, DO NOT FORMAT.

Your eShop account is TIED TO THE HARDWARE. If you format, you forfeit all of your games, yes, even the one that came pre-installed on the SD card. It is linked to your hardware, and formatting the 3DS will make it appear to be new hardware and the game will no longer work.

The only way to keep your eShop purchases is do to a system transfer to a new 3DS before selling your old one. Otherwise, sit with the person buying your 3DS and have them change the personal info before leaving.

What if I format without the SD card inserted? The reason I am asking, is that it seems like there is info hiding in different places on the system. I would like to wipe it all clean. The only thing I really care about keeping is AC, and that's just so someone else (new owner) can play it. I don't care about any eShop stuff.

It doesn't matter whether or not you have the SD card inserted. The game download that came pre-installed on the SD card -- think of it as a key, and your 3DS as the lock. Formatting the 3DS is like re-tumbling the lock -- the key won't work in it any more.

All digital content for the 3DS works that way.

I have no idea. The eShop on Wii U is way better and quite well organized but the 3DS one is pure trash.

From what I udnerstand it's much worse in the US too.

Europe and Japan have tabs to search by categories such as demos, retail releases, download only, virtual console, dsiware etc
