Yep, the only issue will be menus and options being in Japanese. Not that playing default is a problem and I bet there's a guide somewhere on the net. Mega Man & Bass (aka Rockman & Forte) is a kind of obvious pick.
I found it to be too hard for my taste, but I know some people really love it.

I agree with mega man and bass being super hard, that was released on the GBA at one point also here in the US

Macross: Scrambled Valkyrie is a great shooter for the SFC.
