If you don't want to mod the Playstation, you can just swap discs while booting. 90% success rate, so not too terrible.

I bought a modded system from a member here. $30. Cheaper than a mod chip after shipping. Worst case scenario is the laser caps out. Ps1 systems are a dime a dozen at local flea markets. Seriously. I've seem them for 5 bucks
