Well, if that's the guy, then it's even less of a cheesy plug to BB. They were already using Tuco, and that's Tuco's associate, so it's only natural to use him.
My point though, people are complaining that they're sticking in characters from BB to sell the show on BB's success, and it's corny to do that. I'm arguing that it feels natural to use certain characters, especially Mike. Tuco felt a little shoehorned to me at first, but like I've explained, he might fit into the puzzle really well.
