No doubt. I'm afraid the solution is to get the dumb ass people who are doing it to quit. Anything short of that isn't going to work. The police aren't going to keep a list of upstanding citizens whom not to bother if crime is reported. You have to admit that is a funny prospect.

We dont trust the Police, and they dont trust us, so no telling them that would make it worse when they do show up i bet.
