Personally, I don't consider "JRPG" to be a genre at all, JRPG is merely a regional thing. If someone told me they are playing a JRPG, I wouldn't necessarily be sure what type of game they're actually talking about.
As for the action rpg vs turn based rpg, well it's all subjective like any genre in video games. But personally, I do consider games like Tales of to be action based, I mean there is clearly a very very different mechanic in its gameplay from a game like Mother and what not.
There are of course games that blur the line, but a really easy way for me to decide what is an action RPG and what isn't is simply this
Action RPG - You can control your characters avatar in battle directly.
Turn Based RPG - You tell your character what to do, via navigating through menu's as opposed to directly influencing their direction with the D-Pad and what not. (like someone else mentioned, turn based RPGs are just menus where you're shown a nice cinematic to go along with what you're commanding your characters to do).
Now sure, you can find action elements in some turn based RPGs and vice versa, but the core of these mechanics separates them.
As for games that have real time effects, keep in mind that the names of a genre are not really that important or need to be taken literally, a genre is just an easy way of grouping things that have similarities. So while FF7 you do not necessarily take turns, it still has the tropes of other "turn based rpgs" that define the core of its gameplay (I mean we could call turn based rpg something else, but like I said the names themselves are not actually important).

Played this for a bit yesterday. Just got through the Poison forest and got the Sword and Ball of Fire.
