If some kid got into breakdancing, but was terrible at it, I certainly wouldn't say "you are NOT hip hop my man. Breaking =/= hip hop, blah blah."
Rap is a verb. It is the Oral element of hip hop. The guy that Oxy heard RAPping about 'making it rain,' was on a HIP HOP song.
