It wouldn't be a civil war, at least not in my eyes. The EU seems more like a club or an alliance than one nation with states. I mean, if Germany or Britain wanted to leave they could do so with ease. If Wisconsin tried to leave the US it wouldn't go through. That's what they're trying to accomplish, turn Europe into a federation. Which is completely idiotic, considering that it consists of nations rather than states. I'm not European so my opinion is this doesn't count for much, but I'd prefer the EU not turn into a federation. The US wasn't a bunch of independent states with unique cultures that decided to join together, it was entirely founded by immigrants who brought elements of their own culture in.
Plus, you don't have to look far in various other countries to find examples of multiple unique cultures.
