We had a discussion in nominations over the 2012 Shmup of The Month about Bangai-O. At first, we thought it could be, but it doesn't continually scroll; the player can stop and go at anytime.

Same with Irem's In The Hunt.

I was going to bring up In The Hunt. Pre-empted now...

For scoring purposes, right, Bangai-o and In the Hunt are not eligible because of the farming potential, but it isn't that alone. For the same reason, Batsugun isn't allowed in hi-score competitions, but it is absolutely a shmup.

To me, does the game move you along (auto-scroll you) steadily, (save boss fights, etc)? Also, does it not qualify as another genre?

Red Star would be more like Gunspike, in the Arena Shooter family.
Bangai-o is a bit of a hybrid of an Arena Shooter / Run 'n Gun, but not a shmup.

It's an X/Y axis or twin stick shooter like Robotron.

Not quite a shmup, not quite a run 'n gun, but with elements of both.

I've never played Batsugun so didn't know this. Is it just because there are lots of milking opportunities?

Yes. Ridiculously so.
