I made it to Dark Force, but I think I have to go back and level for a while, (i'm only level 24 for Rolf)

So I'm about to start working on the Dams, and already have Kain up to Level 11. So my question is this, even though it's been asked before: What party do I go with and for the future?
Rolf/Rudo/Kain/Amy or Rolf/Rudo/Kain/Anna?

Dude you need Amy, she's the games best healer.
Rolf/Rudo/Kain/Amy is the best party is my opinion.
Rolf, Rudo, and Amy are irreplaceable. You could swap Kain out for Anna or Hugh, but I certainly wouldn't recommend it. Shir is useful only for stealing.

Just finished the game. I had to bring Rolf up to level 29. After finishing, I realized that this game is quite linear, there really aren't any side quests. Is this typical of JRPGs of this age. I know once you get into SNES era there are more side quests, even in games like Mario RPG.
