"Not in the best state?" Based on what metric? Metal's always been underground, that's where everything exciting has always happened. The more successful periods (in terms of mainstream popularity) have basically been a result of the underground scene just bubbling over so to speak.

It was a natural progression of rock into hair metal up to that point. Hair Metal ruled the world for the entire 80s and did it without the help of the underground.
