You can steal it anytime. I'd get it sooner rather than later though.

Huge spoiler and a tip:
You will eventually need a character to replace Nei. I think Kain is the best choice, as he is good at destroying robots (and you will be taking on many of those soon). My suggestion is to create a part of Rolf, Rudo, Kain, and Shir. Spend 25 minutes leveling Kain and Shir to level 10. At this point Shir can steal the visiphone. Have her steal it (and maybe a few other things) and then dump her and Kain. Pick up Kain later on when you need to replace Nei. Shir I only use for stealing throughout the entire game.
Oh and all the Phantasy Star games have a futuristic setting with medieval elements tossed it. But part III feels entirely medieval until you reach a certain turning point in the game.

Yeah, I've heard the gist of that reveal in III, unfortunately. II is noticeably less medieval fantasy themed than the original, though, I feel. Essentially, I could understand people who had only played Phantasy Star II, at III's release, considering the series a purely futuristic RPG, and being immediately dissuaded by the initial setting of III. In any case, it seems that the setting of III is the crux of the issue for many, and I don't see that being an issue for me.

3 out of 4 dams done. Only the green one remains.

Tip: certain weapons and pieces of armor will cast spells when used as an item in battle. Use these frequently, you will save a ton of MP.

Forget what I said about Uzo. This place sucks. I've had to run back to town after being drained of MP four times, and I can't keep the layout of this place straight in my head. I'm stuffed to the gills with Trimates now, and I'm not gonna take it any more. Gonna use a map--. :?

This, apparently, doesn't work for me. I still get attacked after so many times of opening the menu and then walking a step.

Finished my run through Nido (with a failed run in by Blasters while level grinding), and made it to the part with Darum.

Who the hell designed these dungeons! Seriously! This game is insane. Whoever it was is a damn crazy-pants. What would possess someone to do this to the player? My party's AI seems to be getting progressively more stupid, and the Amedasu is insanity. This game is madness.

I finished Uzo in about 5 minutes with a map. Finished the Amedasu, but wow. Those upper floors were plain stupid. Please tell me it does not get worse than that place.
