The spear/shield combo and arid ground makes me lean towards the Zulu, lead by Shaka.

A Dynasty characterized by Tragedy and Madness

I... really don't know. The best guess I've seen was Maria I of Portugal.

There was a livestream with the devs today, and they answered a few questions- the new Cultural victory will in fact replace the old one, not work alongside it. It's far more aggressive then old cultural, so you aren't just sitting there with 4 cities hitting Next Turn until you get broadcast towers. You can send archaeologists to view ruins of old cities and old battle sites for culture, you can pillage cities to take their art, and the other great artist types (writer and musician) have their own sub-abilities like Artist (Musician can go on a concert tour, massively increasing cultural pressure, Writer can create a political treatise, effectively culture bombing yourself to deal with enemy cultural civs). City-flipping is also back.

Morocco's probably either a Civ or city-state then.

Two more civs have been announced. As previously suspected, Morocco is one of them, lead by Ahmad al-Mansur, predictably being a strong economic civ that can work well even in deserts (Hopefully this means Arabia/Harun al-Rashid will be getting some love since he's pretty lackluster at the moment). The other is Indonesia, lead by Gajah Mada. They're cool because their first two continental cities get a unique resource, and can never be razed.

That leaves two more. Hoping for Mali and Cherokee still.

EDIT: The new Policy Tree was shown as well. You have Nine Policy categories now, and then the three ideologies (Freedom, Autocracy, Order from the old tree). You still have the old ones (Tradition, Liberty, Honor, Piety, Patronage, Rationalism, Commerce) and now two new ones (Exploration, Aesthetics). It looks like Exploration is taking some of the aspects of Commerce, which I like since before it felt awkward to take if you were on say, a pangaea map and didn't have enough ocean to justify the naval aspect of it. Espionage and Religion from G&K are getting tweaked a bit too- not sure if you'll need G&K to use them though (you should get it still because it's amazing).

Final two civs have been announced/leaked. The less crazy of the two is Shoshone, who are expansion-focused. They claim more land when founding a city, gain bonuses for fighting in their territory, and have a cool unique unit- the Pathfinders, who replace scouts and when finding ancient ruins can choose the rewards they give. Which means scout-archers everywhere.

The other one announced is Venice. Venice is... weird. They gain double the number of trade routes, but can't build settlers. They also can't annex conquered cities. They can only puppet. However, they also puppet really well. You get a unique unit that replaces the Great Merchant, and instead of conducting trade missions can puppet a city-state. Just insta-grab them.

As cool as that is, I feel like Venice just doesn't fit as being a true "civilization", and the whole country of Italy is pretty thoroughly covered by Rome. Civ is too Eurocentric already.

You can only build a single city, and can only puppet cities, not annex them. However, you can also buy things in puppeted cities, giving you more control.
