You may want to check the Dead 2 Rights series. It puts you in the shoes of an ex-police officer who doesn't always resort to a gun.
Somewhat related, Firefighter FD 18 is a great firefighter sim.
Are there any Police games that are good?

If you have a Power Pad, then you could always break out Street Cop (NES) and chase down some criminals.

There's also quite many Sherlock Holmes games, but they're focused purely on investigation and puzzles, so they are more focused on fiction rather than portraying detective work realisticallyHatta wrote: Another adventure series you might like are the Tex Murphy games. He's not a police officer, but a private eye. The games still involve solving crimes with investigation, and not so much combat.
My WTB thread (Sega CD/Saturn games)

It's worth mentioning that Sleeping Dogs has a cop ranking system that goes down if you inflict public property damage or hurt civilians when on a mission. There are also a bunch of missions in the game where you help cops with drug busts. Now granted, these missions start off with mindless violence. You go to an area and beat up or shoot and kill a bunch of bad guys. Things get more interesting afterwards though, as you hack camera systems. Then you go back to your base of operations, watch the cameras for any drug deals going down in that area, then id a perp and send the cops in to break up the deal and arrest the guy. The game has you working as an undercover cop in the triad and the game is all about the main character trying to walk between these two worlds without forgetting who he really is.

The getaway is a good cop game, although it is mainly shooting. Same with max payne I guess. You may like the condemned games, you play as a detective. Its got good atmosphere and a cool forensic/clue finding mechanic.
