Are there any Police games that are good?

Other than L.A. Noire, I was wondering if there were any GOOD games where you were a real cop and weren't just driving a car or shot everyone.

Virtua Cop and Police Quest, maybe? I think a lightgun game based off the final sequence from Hot Fuzz would be great (although many creative liberties would have to be taken to pad out the length).

Light gun games fall into the shoot everyone category. I kinda want a game where it's like a reversed GTA.
Edit; It can be staight forward no exploration type game.

Need for Speed III: Hot Pursuit

This is what made need for speed stick out in a time I could care less about racing games. The fact that you could be chased or chase as the police was awesome.
