The 11 bil of that 15 bil was to pension plans - that was exactly the poing. More importantly, the Republicans ensured that no surplus WILL EVER AGAIN BE HAD:

If that result is a surplus, the amount of the surplus shall be transferred to the Postal Service Retiree Health Benefits Fund established under section 8909a by June 30, 2007."
Any surplus is automatically transferred to the fund. Any. All. Thank the Republicans for fucking up the post office.
