Copyright infringement removal is largely automatic when triggered. They take down in order to not be sued for having it up. Once they reviewed it, however, they likely decided it was well within the bounds of fair use.

What other conclusions can be made? You believe that you must get permission from the creator to make a game review, so what creator would ever give permission to someone who might give their game a bad review? Making reviews pointless.

There was a guy running around claiming to be responsible for getting the account taken down. He was mad about the Cheetahmen II kickstarter thing or something.
