No, you could buy a complete boxed IFU with PCE and CD set or just the CD rom and IFU for people who already had a PC Engine or CoreGrafx.

I would take Elabit's word over mine on this one, to be honest. We chat quite a bit and I think he knows his stuff a bit better than I do. In fact, I just edited that post to fix my error.
