On Friday my parents and my brother are going to a game sore a bit far off because they had a Saturn in their Craigslist post

I dont see why he couldn't have a Saturn and only get some good games for it. To be honest, when I've been browsing prices for Saturn games I want both for NTSC in ebay.com and PAL in ebay.co.uk, often I've found them surprisingly low. I haven't looked after jrpgs yet, so that might explain it quite a lot
Collecting with out having a bank account (so you can send money to your Paypal account) really sucks though, the only way I can see you finding any games outside big retro game stores in big cities is by buying games from people on game forums such as this

$100 is indeed enough for a starting Saturn setup with a couple good or a few decent games, depending on where you get the games.
$100 would probably only be enough to get you the TG-16 console itself these days. People like charging an arm and a leg.
Stick with Saturn. Build a collection. Once you get to the point where you have a job you can start spending out on more. How old are you, anyway? I bet you're old enough to wash dishes at a local restaurant. That's what I did when I was 16. Put some money in my pocket.

You can work at a theater, like I did, and learn to hate the smell of popcorn with a passion.

Hey dude TG16, Neo Geo and Saturn are not cheap and easy systems to collect for, they are fantastic & niche and you should one day check them out.
But for now your best bets maybe N64 or a DC, those are dirt cheap with a smaller library to scour. And great fun for the small money invested.

Like I said I collect systems. So far it seems I will pickup a Saturn on Friday MAYBE (they may not have it)

Hit Craigslist and ebay. Saturns are not high-priced consoles.
