I love Capcom fighters, but sometimes I think having 3 different power levels of attacks is unnecessary. I don't think Street Fighter II would have been diminished in the least by having only 4 buttons instead of 6. So I guess, despite the fact that I tend to prefer Capcom fighters to SNK fighters, if only by just a little, I think a 4-button control scheme is easier to deal with.

After getting a Mad Catz SF IV fightpad, I would say 6 button. I used to mess up the timing on strong attack super moves all the time with shoulder buttons. I like having 3 strength options, mapped to their own buttons.

As for the OP question, 4-buttons are enough. I don't see how SFII would have been much different with 4-buttons. Then again, I'm not exactly a hardcore professional player.
As for controllers, nothing beats the Saturn pad. It is perfection as far as d-pad controllers go.

Some of the SNK games would use A+B and C+D for the now famous "Fierce" and "Roundhouse", so they had three levels also. I prefer 4 button fighters. No idea why people are talking about which controller is best. 5 buttons like Arcana Heart also works for me. Can still keep a finger on each button.
And if we ARE going to talk about controllers, I prefer arcade sticks. For 4 button fighters I prefer 3 on top and 1 on the bottom (thumb).

Also odd! 2D fighting games were still popular at the time, although not as much as in 1994/1995.
