PSP or PS2?

you should experience both worlds, for example god of war on psp without god of war on ps2 is missing alot. But if on a tight budget consider your gaming needs, would you play everywhere or just home? do you have another console maybe an xbox? most games are available on other consoles if you have one, library between ps2 and psp I think ps2 wins by far there are a lot of gems for you to play but if you are going to play alot on the go its obvious. Other things you can think of if you already experienced other handhelds or you already have maybe mp3 player or other stuff to watch videos maybe thinking of the other functionalitys will make you see it more useful. You can't loose whichever you choose. Get one then save a little more for a few months get the other one.

If your looking for games like tactics, do yourself a favor and get a ps2. You can get tactics disegea and a whole bunch more on that. However, if you get a psp, be sure to pick up jean de arc, you won't be disappointed.
