Dude, how about some paragraphs? makes it much easier to read.
Anyway, I don't think the Action Replay will actually change the consoles output to 50hz for a pal game, only fool the game into thinking its running on the correct console. So if you decide to do a region mode, you may end up with a rolling image if your TV can't cope with a PAL signal.
I take it that PSG has some lock out code if it detects an Action Replay? I never knew any games did this.
Well, I hope you find a way to play this great game without destroying your cart slot

I'm not sure if you're using an NTSC US model or one of those other versions, but I would like to impart a few things on you. There were a few ProAction Replays or similar that were Code breakers, memory card, and 4 MEG RAM carts all in one. Not only could it do all those things, it was also allowed one to play import games. Now, If you can't find one (or thats not the problem) and you have a sufficient level of electronics knowledge, you can modify your system to be region free. I'm fairly sure that Panzer Dragoon Saga is one of the toughest games Saturn games to get around the region-locking.
I'd say the easiest solution might be to just put your copy on eBay and then buy a North American copy.

Ok sorry for the annoying grammar not my strong point. Anyways here's the gig; I can sell my Pal PDS and buy a north american one but its a annoying to wait and now that i have it i don't wanna risk not having one it took blood tears and everything to get this game.
Also i like the artwork on the back of the PAL pds its very unique and cool,so here my question.....To clarify I have an /american sega saturn and am trying to play a PAL PDS. now you can play the pal version on a jap system and vice versa in fact. You can do every other variation but for some dumb reason you can't with the PAL to american the action replay code wont work on that variation but on every other my life sucks!! lol But I'm curious since I don't really want to do a region mod, If i use a st key card instead of a action replay 4-1 will that work? Cause pds does not like the action replay but the st key import only card should work right? Has anyone tried this ? If so please let me know if not i guess my only other choice is to add mod chip and burn the game and play it which i plan to do in the future but right now these are my only options.
Also, God its annoying how the greatest game ever has annoying issues with action replay... but I know there's a solution there always is with saturn stuff so, help me please. I'm gonna buy a st key card,but don't wanna waste the money if it wont work on this game since its the only reason i'm buying it.

Something with that series, lol. My Japanese copy of Panzer Dragoon, using the GameShark, won't work either. The easiest solution was to just buy a U.S. copy. I guess that's not as feasible of an option in this case. It's might be remotely possible to trade your Japanese copy to a fan for a U.S. copy.

Actually i have the pal not jap version and yes i could sell it i guess and then buy usa one but im figureing it out and in the mean time i figured out a way to play the game atleast once. which this game is amazeing i love it so much better then most newer stuff out there no one understands the greatness that is classic gameing which still fells new to me. And yes i think i might get a uk saturn i need a backup anyways but i here i need a power converter so how much does that cost? lol god gameing has gotten so spendy with my fav systems now -a days

Compatibility depends on how a game was programmed. Breaking saturn region code alone, has similar caveats to systems like Sega Genesis.
Action Replay does not change the hardware's color encoding or sync rate.
most NTSC saturns without mods: PAL games will be forced into NTSC 60hz
most PAL saturns without mods: NTSC games will be forced into PAL 50hz
Of course RGB gets around color mode. But 50/60 hz may still be an issue... Some games had optimizations for one or the other, and not every TV supports both.
