Well, the raiden games, otemidius, and deathsmiles arent region free, but are out in the states. Espgaluda 2's Limited Edition isn't region free.

Well, here's the "I'm getting this 5th hand and I really don't have any inside knowledge but I'll say it anyway" reason for that. Sony, on the other hand started getting really snooty towards the end of the PS2 era regarding niche releases. Y'all may remember them denying a metal slug 3 release because it wasn't substantial enough for a disc release.

MS3 was a near perfect port with online leader boards and modes reminiscent of MS2 school mode. Metal Slug antho and other SNk compilations came on PS2 because at that point Sony no longer cared for the systems image as a console that provides a modern gaming experience...

Agreed. You'll also notice that while they wouldn't allow MS3 alone, they did allow 4&5 on one disc....along with all the other Playmore comps towards the end of the PS2 line..
