Not officially, at least as far as I'm aware, but you know how fans can be.
Really though, the genesis games do have a storyline, particularly since 2, 3, and Knuckles are all one connected story. Most people believed that Sonic CD took place somewhere between Sonic 1 and 2, but 4 has apparently thrown a bit of a wrench in to that with its connection to CD.
Listen to me, I dismissed the fans in one sentence and immediately after proved myself to be the same way.

2 and 3/K (those are together since they're really the same game) are connected? Never knew that, not "really". I mean, we can imagine some sort of linear progression, but no more than Mario games. It seemed more like episodes a generic sitcom to me, not at all like some actual story. Huh, the things you learn 20 years later.

I think it's because 2 ends with Sonic getting the chaos emeralds, becoming Super Sonic, riding Tails's plane around, etc etc.
Sonic 3 begins with Sonic having all those emeralds, riding the plane, etc etc.
It also has to do with the fact that Robotnik attacked Angel Island as a direct response to losing the Death Egg in Sonic 2.
It was the reason he went after the Master Emerald, and you can see the first relaunch of the ship in the Launch Base Zone in Sonic 3. Of course, Sonic and Tails wreck the damn thing right away, and you can see the crash site in the cavern roof of the Hidden Palace. Then Robotnik finally gets the damn emerald which I'm sure you know leads to the third launch (persistent bastard) and the big conclusion, Doomsday and such.
I'm not saying its cerebral or anything, but its there.

Yes. Anything after the DC reboot (S4 aside) takes place in the order it was released in. Everything before it is a jumbled mess. SCD's getting put somewhere else, Chaotix is non-canon, and don't even get me started on the MSGG games... STT and S&K can't both take place, for example, since they both include Knuckles turning traitor.

I don't really consider anything after Sonic & Knuckles to be a Sonic game.
Megaman one actually makes sense.
Main timeline:
Classic -> 100 years -> X -> 100 years, including cyber elf war -> Zero -> 200 years -> ZX -> Thousands of years -> Legends
What-if timeline:
Dr. Light makes navis instead of robots -> Wily gets fired -> Battle Network -> 200 (might be 300, I'm a little rusty) years -> Star Force.
Operation Shooting Star, all endings but the perfect one of Rockman Adventure, Rockman.EXE 4.5: True Operation, and Wily no Right Rockboard: That's Paradise are non-canon. The Wonderswan Rockman.EXE game is part of the show canon. All other spinoffs are considered canon. All the non-canon spinoffs are Japan exclusive, but not all Japan exclusive spinoffs are non-canon.
