Sure is! Well, complete at least. If you want a complete game with manual and art and case its $40 and up from what I've seen on Ebay. Disc only running around $20 and a few imports up there too.

Looks absolutely gorgeous in 480p as you can see. You should see it in person! Yes PS2 is such a treat to Play! Utterly enjoyable and addicting

It's some what rare yes! it usually sells for around $60 and up if it's CIB and in good condition.

Lol, this was a few years ago. I sold it to gamestop before the problems became too notable. It's their problem.

Such a good choice, a forgiving entry into the pathos of SF without ever getting especially hardcore or esoteric, like later titles in the franchise.
